Napa County HMP

Dynamic Planning + Science partnered with Napa County, its incorporated communities, and participating special districts and local agencies to prepare the 2026 Multi-Jurisdictional Hazard Mitigation Plan update. The plan provides a coordinated, countywide framework for reducing risks to people, property, infrastructure, essential services, and natural resources from nine priority hazards.

The update combines new GIS data, detailed vulnerability assessments, public and stakeholder engagement, and jurisdiction-specific planning to identify practical mitigation priorities. Interactive tools, including the Risk Assessment Mapping Platform and Mitigation Action Support Tool, helped planning partners evaluate exposure, document local concerns, and develop actions tailored to their responsibilities and capabilities. The plan also supports continued eligibility for state and FEMA hazard mitigation funding.
