Dynamic Planning + Science led a comprehensive technical update of the City of Tehama’s General Plan, guiding long-term growth and land use decisions through the year 2045. As the city’s foundational planning document—often referred to as a “constitution” for future development—the General Plan outlines goals, policies, and implementation actions across six state-mandated elements: Land Use, Housing, Circulation, Safety, Noise, and Conservation & Open Space.
This update modernizes the City’s 2004 General Plan and integrates recent updates to the Safety and Housing Elements, ensuring internal consistency and compliance with California planning law. The process involved broad public engagement, including citywide surveys and public hearings, and resulted in a streamlined, visually accessible document designed for decades of utility. The plan aligns with CEQA through a Mitigated Negative Declaration and sets the framework for zoning, infrastructure, and capital improvements to support Tehama’s future.
