Dynamic Planning + Science (DP+S) was selected to support the Lancaster School District with California Environmental Quality Act (CEQA) compliance for the Sunnydale Elementary School Modernization and New Construction Project. The project involves the modernization of existing permanent classrooms and the construction of new facilities to support the school’s reconfiguration to a TK–8 campus. DP+S will prepare an Initial Study/Mitigated Negative Declaration (IS/MND) to evaluate the project’s environmental impacts and ensure timely CEQA compliance. As part of this effort, DP+S will provide end-to-end environmental planning services including technical studies, document preparation, and agency coordination, in collaboration with subconsultant Vista Environmental for air quality, greenhouse gas, and noise analyses.
- Will lead preparation of an IS/MND in support of Sunnydale Elementary’s campus modernization and reconfiguration to TK–8.
- Will evaluate environmental impacts across 20 CEQA checklist categories including air quality, noise, and GHG emissions.
- Will provide specialized technical studies in partnership with Vista Environmental, including CalEEMod modeling and noise analysis.
- Will deliver a comprehensive Mitigation Monitoring and Reporting Program (MMRP) and Notice of Determination (NOD).
- Will conduct stakeholder meetings, agency coordination, and ensure project delivery within an expedited 17-week schedule.
- Will bring prior CEQA experience from school districts across Southern California, including Long Beach USD, LAUSD, and Keppel Union SD.
- Will deliver all services under a not-to-exceed budget of $44,000, maximizing value and compliance for the District.
