Dynamic Planning + Science partnered with the City of Monrovia to prepare its 2025 Hazard Mitigation Plan update, creating a data-driven framework for reducing long-term risks to residents, property, infrastructure, essential services, and natural resources. The plan builds on Monrovia’s previous mitigation efforts with updated hazard data, vulnerability analysis, climate change considerations, and implementation-focused strategies designed to guide local investments and decision-making.
The planning process evaluated risks to vulnerable populations and community assets, incorporated public and stakeholder input, and aligned mitigation priorities with the City’s administrative, technical, and financial capabilities. FEMA approved the plan in May 2026, maintaining Monrovia’s eligibility to pursue federal Hazard Mitigation Assistance funding.
- Eight Priority Hazards: Assessed earthquake, slope failure, dam failure, wildfire, high heat, drought, extreme weather, and climate change
- Updated Risk Assessment: Used current data and technologies to evaluate potential impacts to people, property, critical facilities, infrastructure, and the local economy
- Vulnerable Population Analysis: Examined how hazard impacts may disproportionately affect residents with greater social, economic, or physical vulnerability

- Climate Resilience Integration: Evaluated how changing climate conditions may influence wildfire, heat, drought, extreme weather, and other local hazards
- Collaborative Planning Process: Engaged a multidisciplinary planning team, partner agencies, stakeholders, and the public in identifying risks and priorities
- Planning Partnership: Included towns of Montrose, Olathe, Nucla, and Naturita, plus all major fire districts
