Monrovia HMP

Dynamic Planning + Science partnered with the City of Monrovia to prepare its 2025 Hazard Mitigation Plan update, creating a data-driven framework for reducing long-term risks to residents, property, infrastructure, essential services, and natural resources. The plan builds on Monrovia’s previous mitigation efforts with updated hazard data, vulnerability analysis, climate change considerations, and implementation-focused strategies designed to guide local investments and decision-making.

The planning process evaluated risks to vulnerable populations and community assets, incorporated public and stakeholder input, and aligned mitigation priorities with the City’s administrative, technical, and financial capabilities. FEMA approved the plan in May 2026, maintaining Monrovia’s eligibility to pursue federal Hazard Mitigation Assistance funding.
