Dynamic Planning + Science supported the City of Napa in developing its 2023-2031 Housing Element, a critical component of the Napa 2040 General Plan. This Housing Element update aligns with state law requirements and addresses Napa’s housing needs across all economic segments, focusing on increasing affordability, accommodating growth, and promoting diverse housing types. The plan incorporates a detailed sites inventory, housing policies, and implementation programs to guide the City’s efforts to meet its Regional Housing Needs Allocation (RHNA) and create a more inclusive community. Through comprehensive analysis and community engagement, the Housing Element serves as a roadmap for achieving equitable and sustainable housing development.
