The Solano County Multi-Jurisdiction Hazard Mitigation Plan (MJHMP) serves as a coordinated framework to reduce vulnerability to natural hazards across all cities, special districts, and unincorporated areas within Solano County. Developed in compliance with the Disaster Mitigation Act of 2000, the plan supports community resilience by identifying localized risk exposures and prioritizing mitigation strategies to protect residents, property, and infrastructure.
This 2022 update represents the first time all municipalities in Solano County participated jointly in the hazard mitigation planning process, resulting in a fully integrated, countywide plan. The MJHMP evaluates climate change impacts, outlines targeted mitigation actions, and provides each jurisdiction with an individual annex containing localized risk assessments and mitigation strategies. FEMA approval ensures that all participating jurisdictions remain eligible for federal hazard mitigation grants under programs such as HMGP, FMA, and BRIC.

- Hazus-Based Loss Estimation: Used FEMA’s Hazus software to estimate worst-case economic and structural damages from flooding and earthquakes.
- Public Transparency and Engagement: A project website, stakeholder input, and planning committee meetings ensured meaningful public involvement and review.
- Mitigation Strategy Development: Each annex contains tailored mitigation actions, capabilities assessments, and areas of concern aligned with the County’s overarching goals.
